Export to Spain: a 2026 guide for US manufacturers
From July 1, 2026, the European Union eliminated all duties on imports of US industrial goods. EU product rules still apply, and your Spanish buyer handles EU customs formalities. This guide covers both.
EU tariffs on US goods from July 2026
According to the European Commission, as from July 1, 2026 the EU eliminated all duties on imports of US industrial goods and improved market access for certain non-sensitive agri-food products from the United States, implementing the August 2025 EU-US Joint Statement.

Customs formalities
- All goods imported into the EU are declared using the Single Administrative Document (SAD), with party details, TARIC code, weight, units, origin and destination.
- Economic operators established in the EU need an EORI number; operators outside the EU need one if they carry out customs activities there, such as lodging declarations.
- Supporting documents can include import licenses, inspection certificates, documents of origin, the transport document, the commercial invoice and insurance documents. Spain uses an import authorization (AAI) for goods subject to quotas.
EU product rules
- CE marking: before placing products on the market, the EU importer must check that they meet EU requirements, and that the manufacturer has the EU Declaration of Conformity and technical documentation available.
- REACH: an EU importer that buys one tonne or more per year of a chemical substance from outside the EEA must register it, with the same responsibilities as a manufacturer.
US-side steps for every shipment
- Classify the product with its 10-digit Schedule B number (Census Bureau search tool); the first 6 digits are the Harmonized System code your buyer uses for their own tariff.
- File Electronic Export Information (EEI) in AES, through ACE AESDirect or a direct connection, when the value under an individual Schedule B number is over $2,500 or an export license is required. The USPPI or its authorized agent files it.
- Check your export classification. According to BIS, items subject to the EAR that are not listed on the Commerce Control List are EAR99 and, in most situations, need no license, unless they go to a restricted end user, end use or destination.
- Screen your buyer, consignee and end user against the Consolidated Screening List, which combines export screening lists of the Departments of Commerce, State and the Treasury.
